CompetenceHOPS can serve as a comprehensive database of staff competence.
When defining competence, incremental levels can be assigned if required, to give a sliding scale of competence. This is useful, for example, where some drivers are authorised only for shunting duties, or some signalmen are not authorised for gala days.
Competence Levels are defined per position, not just per user. So a user might be competent as a driver on a tank engine on galas, but not a large engine, but can drive any engine on a low-season day.
Part of this module also includes printable competence summaries, which some organisations ask staff to sign and/or carry.
Competences can also be interlocked with each other, such as the necessity for a driver to also hold rules, route, traction, PTS, medical, induction, SMS briefing, membership, etc, etc.

|Dept Competence Edit DELETE||User can delete competences. NOTE this permission is for deleting competence records, and all history of them. It should not be in general use. When it is required to make a user no-longer competent in a role a competence level of 'Widthdrawn' should be set. This will preserve the records. Permission (21) to do this is the general competence editing permission recommended for holding by department managers and inspectors. A competence record should only be deleted (via this permission) to correct errors such as the competence being assigned to the wrong user, thus making an incorrect record. This permission should be limited to admins to preserve the integrity of competence records.|
|Dept Competence Follower EMAIL||The user will receive an email whenever a competence in the department is updated or added.|
|Dept Competences Expiring Soon EMAIL (Monthly)||User will receive a monthly list of staff in the department whose competence expires soon.|
|Files on Competences: VIEW||User can VIEW files uploaded against users' competences.|
|Files on Competences: ADD/REMOVE||User can ADD and REMOVE files uploaded against users' competences.|
|Competence Elements List: VIEW||The user can view the competence elements list.|
|Competence Elements List: ADMIN||The user can create new competence elements.|
|Competence Elements: CONFIGURE||User can edit the configuration of which elements are required for each competence in the department.|
|Competence Elements Awards: VIEW||User can view competence element awards for all users in the organisation, for elements in the Competence Element Group|
|Competence Elements AWARD to user||User can make competence element awards to all users in the organisation, for elements in the Competence Element Group|
|Competence Element Awards: DELETE||User can remove competence element awards. NOTE this permission is for removing competence element records, and all history of them. It should not be in general use. When it is required to make a user no-longer competent in an element a status of 'Not Competent' should be set. This will preserve the records. Permission (238) to do this is the general competence element editing permission recommended for holding by department managers and inspectors. A competence record should only be removed (via this permission) to correct errors such as the competence element being assigned to the wrong user, thus making an incorrect record. This permission should be limited to admins to preserve the integrity of competence records.|
|Competence Element Award Follower EMAIL||The user will receive an email whenever a competence element award in the department is made or updated.|

|Competence Element Awards ADD/REMOVE Files||User can add and remove files from competence elements awards.|
|Competence Element Awards (in Group) Expiring EMAIL||User will receive an email detailing the approaching expiries for users with competence elements in the given element group.|
|Competence Element Award (Individual) Expiring EMAIL||User will receive an email reminding them that the competence element will expire in 30 days. Requires to be switched on in configuration of individual element as well.|
