Competence Assessors

Primarily, in order to be an assessor, the user has to have a level of competence themselves in that position that is marked as an assessor. By default, there is an 'inspector' level of competence, and everyone with this competence level will be in the assessor list for that position.

The one flaw with this is who makes the first person an inspector?! The answer is the head of department.

So in the assessor list will be everyone who has a competence level of 'Inspector' (or any other competence level marked as an assessor) in that position, plus the head of department.

To set the head of department go to 'Departments', then 'Department list'.

You will see a table click on the '[Edit]' link at the side of the right department.

You can then select who the head of the department is.

For those setting up HOPS for a new railway, if you want to circumvent the HOD control, then make yourself the head of department, then make yourself (or whoever you want) into an assessor, then remove yourself from the HOD role. You (or whoever you made an assessor) will still be an assessor, even though the HOD that made the person an assessor is no longer there.
